White House Intervenes in Dispute Over Plans To Export Coal to Asia Through Northwest

In this article by BNA of October 4, 2012 there is a thorough and informative overview of the current status of the environmental impacts assessment process that will lead up to the Environmental Impact Statement (EIS) required by NEPA before the Corps of Engineers can issue any “dredge and fill” permits under the Clean Water Act.

The article includes discussion addressing area-wide, programmatic, and cumulative approaches to do an EIS and which stakeholders support which approach.  The Corps of Engineers has already received 30,000 letters including one from the Oregon Governor expressing concerns for the need to consider cumulative impacts of all the proposed ports for coal.  Read the full article to get up to speed on where the process is at!
